4 charged with drug trafficking in downtown Nashville jail

Three inmates and a woman in Vermont have been charged with allegedly smuggling methamphetamine and fentanyl into the Downtown Detention Center.

The charges are the result of a six-month investigation by the Specialized Investigations Division and personnel of the Davidson County Sheriff’s Office.

Investigators say Devin Popejoy, 28 (who lives in Vermont), Emmanuel Webb, 30, Anthony Farr Jr., 24, and Roderick Rogers Jr., 24, were involved in the scheme to smuggle drugs into the new city center jail, which opened in 2020.

Popejoy arranged “drug-related conference calls” between Webb and other anonymous individuals during his conversations with her in Vermont, investigators said. Popejoy was arrested in Vermont with extradition to Tennessee pending.

Webb, Farr and Rogers are charged with drug possession.

Webb is in prison awaiting trial for first-degree murder, Farr is serving a six-year sentence for kidnapping and aggravated assault, and Rogers is serving time for aggravated assault on an emergency worker.

According to investigators, a recent search of the DDC cells turned up the presence of liquid meth, papers soaked in liquid meth, crystal meth and fentanyl.
